According to the Codex Standard for Apples (Codex Stan 299-2010):
For all apple varieties and categories, the minimum size must be 60 mm. Smaller fruits may be accepted provided that the Brix level is equal to or greater than 10.5° Brix and the size is not less than 50 mm.
